Is it right to invest in solar panels only to have it manufactured in another country?

I think Obama screwed up when he invested all that money in alternative energy without a PATENT. He should have had a PATENT that claims that yes you get our money but because of out PATENT it can only be manufactured in the USA. Oh I am sure the neocons would love that cause it would be a PATENT.
